My ATI card will not re-set resolution

Problems with ATI MACH64 + Sony Multiscan 17seII on OS/2 Warp 4.0
The load okay, but I do NOT have a option to change refresh rates or have it run at anthing other than 60hz in any resolution. My monitor is listed in the monitor list and shows higher (correct) refresh rates. Am I missimg something. On a side note, my F2 reset to VGA no longer works, nor does SETVGA.

I have an ATI Rage mobility video card (with the AtiPoller resource disabled and the start phase set to 8501) and a standard (I think) PnP monitor. I pulled the video card, cleaned the contacts, reset PRAM, NVRAM, etc. It still does it when cold. I was looking into a ATI X800 card and see they have problems as well! When you lower the resolution (I'm supposing you can), does your screen/display seem to dither the characters so they're all fuzzy?
